Article 30 of the SPRFMO Convention provides for a regular review of the effectiveness of the CMM's adopted by the Commission in meeting the objective of the Convention and the consistency of such measures with the principles and approaches in Article 3. Such reviews may include examination of the effectiveness of the provisions of the Convention itself and shall be undertaken at least every five years.
The Convention came into force in August 2012 and the first Commission Meeting was in January 2013. Thus, in accordance with Article 30(1), the first review was due to be initiated in 2017 and presented to the Commission at its meeting in 2018. In January 2018, at its 6th annual meeting, the SPRFMO Commission adopted Decision 06-2018, which sets out a process to establish a Panel Review, criteria for the review, a timeline for the process, and terms of reference that shall guide the Panel's work.
The Review Panel, was led by Dr. Penelope Ridings as Chairperson, met in Wellington in August 2018. The Panel produced a questionnaire and met with/interviewed relevant actors within SPRFMO, including representatives from Members, the Secretariat, Chairpersons, and former officers. The work of the Panel extended over the second semester of 2018, and the Final Report, with its conclusions and recommendations, has been now circulated, according to Decision 6-2018, and has been made available in the SPRFMO Performance Review section of the website.
The Report of the Review Panel will be analysed and discussed by the Commission and its subsidiary bodies at the upcoming Seventh Annual Meeting, to be held in The Hague, The Netherlands, January 2019.
