Article 30 of the Convention provides for a regular review of the effectiveness of the CMMs adopted by the Commission in meeting the objective of the Convention and the consistency of such measures with the principles and approaches in Article 3. Such reviews may include examination of the effectiveness of the provisions of the Convention itself and shall be undertaken at least every five years.
The Convention came into force in August 2012 and the first Commission Meeting was in January 2013. Thus, in accordance with Article 30(1), the first review was due to be initiated in 2017 and presented to the Commission at its meeting in 2018.
In January 2018, at its 6th annual meeting, the SPRFMO Commission adopted Decision 06-2018, which sets out a process to establish a Panel Review, criteria for the review, a timeline for the process, and terms of reference that shall guide the Panel's work.
The Final Report of the Review Panel, with its conclusions and recommendations was presented to the 7th Commission meeting in January 2019..
The Commission finalised its responses to the Review Panel recommendations at the conclusion of the 7th Commission meeting.
As specified in Decision 6-2018, Members and were called to appoint experts to comfort the panel. The Panel is to be composed by four international independent experts, with two being nationals of SPRFMO Members and two being external to SPRFMO.

The Review Panel, led by Dr. Penelope Ridings, has made available the first SPRFMO Review Questionnaire, which was circulated to Members, CNCP's and Observers, through G39-2018. Responses to the questionnaire were invited before the 6th July.
