Background
Paragraph 8 of CMM13 requires that wherever a Member or CNCP intends to submit an exploratory fishery proposal:
- a succinct description of their intended Fisheries Operation Plan should be submitted not less than 120 days in advance of the next annual meeting of the Scientific Committee.
- a full Fisheries Operation Plan shall be submitted, taking into account paragraph 6 if relevant, not less than 60 days in advance of the next annual meeting of the Scientific Committee.
A FOP template was presented to the 2021 Scientific Committee meeting and, as per the SC11-report, "the SC agreed that this template will be a useful tool for developing Fisheries Operations Plans in future, and it was accepted by the SC". The FOP template was updated in 2025 (SC13) to include Climate Change considerations.
